Ivanovo administration is an executive and administrative body which is authorized by the Charter of Ivanovo to solve local and some state tasks according to Ivanovo region′s and federal laws.
19 departments, 10 committees and other offices form Ivanovo administration and exercise their activity in accordance with the Constitution of Russian Federation, federal and Ivanovo region′s laws, regulatory legal acts of Russian Federation and Ivanovo
region, the Charter of Ivanovo and other municipal legal acts.
The staff of Ivanovo Administration exercise an executive and administrative activity solving local tasks with the exception of those ones which are within the competence of Ivanovo City council and the major of Ivanovo.
The work of Ivanovo Administration is often attended with appearing of such situations when introductory information changes every hour depending on circumstances and demands efficient management solutions despite of an executive′s location and timely informing
Requirements of a modern executive include ability to use all technological information resources which give a possibility to be always on-line being as in the office as anywhere outside. And executives trying to keep up with the times promoted the installation
of PCs, mobile phones and other technical devices for working in incorporate systems.
30 information systems and 43 subjects of administration are in the structure of the city′s administration and are in a constant information collaboration. They are subdivisions and functional bodies of Ivanovo Administration, institutions and organizations.
And some of them use local networks with their own policy of information systems access isolation.
«Lately while using modern methods of work we often met the problem of not having an effective instrument which would allow us to arrange the work of people having a different location on a qualitatively new level. So an urgent
necessity appeared to obtain an easy-to-use system which could join all structures of the city’s administration». Thus a decision to introduce incorporate communications system into the city’s administration was made to solve this problem.
The analysis of a present IT infrastructure revealed the main problems which demanded their solution:
- Lack of possibility to collaborate effectively due to an uncoordinated infrastructure
- Lack of integrated centralized directory book
- Lack of common devices and applications set used for communication
- Lack of instruments which allow to arrange regular briefings and meetings with heads of departments and committees without their presence in person
- Lack of possibility to plan events and to use common calendars together
- Lack of possibility to connect key specialists in the shortest time which are responsible for making decisions. It leads to numerous delays and reduction of productivity
- No secure data dictionaries
Microsoft Company’s partner «F-centre» LLC was faced with the following tasks to solve the above-mentioned problems in creating modern communication infrastructure of Ivanovo Administration:
- To combine variety of interfaces into a common system (the paramount task)

- Executive to make efficient correct management decisions especially in the socially significant which is (emergency situations, housing and communal services)
- To bring the heart of a problem to an executive’s notice

The realization of communications system IT infrastructure modernization in Ivanovo Administration project brought appreciable advantages to the client.

- to exchange e-mail and short messages
- to send files being on one’s work place, moving from place to place or from any place where there is networking

- To control presence or absence of employees, their busy condition and availability on their work place
Necessary efficient communication with colleagues despite of their location has become on tap now. The mark of presence near a colleague’s name shows his availability on his work place at the moment and the best way to get in contact with him.
