Actually, MSconfig.ex_ is the compressed version of the file, used to
restore the damaged file, if necessary. I wonder if some malware is
preventing the program from running, or has removed it.. If so, the
following probably won't help. To replace the missing file:
Click Start, Run, type:
SFC /SCANNOW
Click OK. (Please notice the space before the slash.) If any files are
damaged or missing, they'll be replaced. You may need to reboot afterwards.

Please can you tell me how to stop my computer going straight to a hotmail
email address and live messenger upon starting the computer. I don't know
where to look to change this. I would be really grateful for an answer.

Open Messenger and check your settings.
Uncheck those related to signin when Windows starts, etc.
There are quite a few options you can choose. so experiment with them.
I have unchecked "signin automatically" but
to run in the background so it loads with Windows but sits
quietly in the tray until I click to enable and chose an ID..
