If you are referring to the Favorites within MSN Explorer, when you install MSN
Explorer (for a paid subscription) on the new PC and log in with your
subscription ID, your favorites will be downloaded to the new PC within MSN
Explorer along with your Mail (server based, not folders on My Computer).

If you are referring to the old version (free) of MSN Explorer that shipped with
XP many years ago I am not aware of any way to copy the Favorites without using
a 3rd party tool.

If you are referring to Internet Explorer, export the favorites and import them
after copying the export file to a USB drive or similar.
