Sunshine Connections project management

The establishment of a Governance Board for Sunshine Connections is critical to the success of the project planning, implementation, and rollout.

Scope management
The Governance Board will control the scope of the project. Approved changes in scope will be verified and initiated through the change management procedure listed below. Procedures and documents defined in the ISDM will be used to manage the project.

Communications management
Project information will be shared in a timely manner with all team members, vendor staff, and executive management.

Status reporting
Written and verbal status reporting will be conducted by the vendor at weekly team meetings and by the Project Manager at monthly Sunshine Connections Technology meetings.

Issues management
Issues will be communicated, discussed, assigned, prioritized, and tracked by the Project Manager at weekly team meetings. Issues will be included in the weekly status reports.

Risk management
Risks will be discussed, monitored, assigned, and tracked by the Project Manager at weekly team meetings. Risks will be included in the weekly status reports.

Escalation procedures
Urgent issues will be communicated via email or in person at weekly meetings. Emergency meetings will be called by the Project Manager as necessary.

Change management
All change requests associated with the project will be tracked in a change control database. The log will be updated reflect status of each request. Procedurally, all change requests will be submitted to and reviewed by the Project Manager then reviewed and approved by the Project Governance Board before any work is done by the vendor. The effect of approved changes on scope, schedule, and budget will be reflected in the Project Manager’s and vendor’s updated project plans.

Quality management
Quality assessments will be conducted periodically throughout the lifecycle of the project. Each phase will have a quality assessment review and formal acceptance by the affected program areas and Project Manager.

Project team
The development and operations teams will be staffed in accordance with the State Technology Office Information Systems Develop Methodology (ISDM) combined with the Microsoft Solutions Framework and Microsoft Operations Framework team models.

The DOE personnel must be involved in development and operations tasks during the project performance period for knowledge transfer and for data environment analysis support.
