        The ICT sector in Hong Kong have, since 2001 and through the efforts of the Chinese Language Interface Advisory Committee (CLIAC), been identifying Chinese characters that are mainly used in Hong Kong, the Hong Kong Supplementary Character Set (HKSCS) as they are called, for adoption by ISO/IEC 10646 as the universal standard for Chinese Character processing. Microsoft provided support for the HKSCS characters before they were included in the ISO-10646 standard by building the HKSCS 2001 patch for Windows XP; the patch was posted on the Hong Kong subsidiary site for users to download. Those characters were defined by using Private Use Area (PUA) code point values in the HKSCS 2001 patch for both the fonts and the IME. By 2004, all HKSCS characters were defined in ISO10646 and were supported by Windows Vista and Windows 7. For backward compatibility with Windows XP, Windows Vista and Windows 7 fonts that contain HKSCS characters have both PUA and ISO 10646 support. Therefore, documents created on Windows XP can be opened and displayed properly on Windows Vista and Windows 7. However, documents created on Windows Vista and Windows 7 will not always display properly on Windows XP if the document contains HKSCS characters that were not supported by ISO-10646 prior to 2004. To help our users migrate from HKSCS-2001 to HKSCS-2004, Microsoft releases an additional add-on for Windows XP that will allow users to view documents on a Windows XP system that were authored on Windows Vista and Windows 7. That is what this update is for.

        This update is only for Windows XP and Windows Server 2003, and is intended only for users in Hong Kong. You must have the Chinese (Traditional Hong Kong. S.A.R) language pack installed. The locale has to be set to Chinese (Traditional, Hong Kong S.A.R.)
      • The update can be installed on Windows XP (Windows Server 2003) with or without the HKSCS 2001 patch. If the update is going to be installed on the machine with HKSCS 2001 patch, HKSCS 2001 patch has to be installed first.
      • This update will replace Windows XP version of MingLiu, PMingLiu, and MingLiu_HKSCS (if HKSCS 2001 patch was applied) with Windows 7 version of MingLiu, PMingLiu and MingLiu_HKSCS. In addition, MingLiU-ExtB, MingLiU_HKSCS-ExtB and PMingLiU-ExtB fonts will be added onto system. Therefore, Windows XP should be able to display and print HKSCS characters encoded in either the PUA or ISO-10646 after the update. However, the update will not affect the IME. Therefore, users will still get PUA encoding for HKSCS characters if they use Windows XP to type in the HKSCS characters. Users who want to input HKSCS characters encoded in ISO-10646 need to upgrade their system to Windows Vista or Windows 7. Note: 1. This update is a temporary solution of supporting display of ISO-10646 encoded HKSCS characters on Windows XP. It is mainly used by users who want to migrate their system from Windows XP to Windows 7, so that during the system migration users are able to display HKSCS characters encoded in both PUA and ISO-10646. To get the full support of ISO-10646 encoded HKSCS, please upgrade the system to Windows Vista or Windows 7 instead of applying this update. Therefore, please do not install this update on your machine unless it is required by your IT administrator. 2. The installation of the update requires a reboot of the machine. 3. The HKSCS 2001 patch should not be applied on top of this update. If users need both, they should install the HKSCS 2001 patch first, and then apply this update. If HKSCS 2001 patch is accidentally installed after installing this update, users need to re-install this update in order to make it work properly. KNOWN LIMITATIONS 1. The surrogate fallback mechanism only works for TrueType and OpenType fonts. Raster fonts will not be able to use MingLiU_HKSCS-ExtB as surrogate fallback font for HKSCS characters encoded in ISO-10646. Therefore, Raster fonts, such as MS Sans Serif, System and Terminal font, will only be able to display HKSCS characters encoded in the BMP (U+0000 to U+FFFF), not HKSCS characters encoded in Extension B. (For Extension B characters that were supported in the HKSCS 2001 using PUA characters, those PUA characters can be displayed when a raster is selected.) 2. In the Windows 7 version of mingliu.ttc, the glyphs for Latin characters are changed. Most of changes are hard to tell visually. However, there are noticeable changes for character Caron (also called Mandarin Chinese third tone, U+02C7), Modifier letter acute accent (also called Mandarin Chinese second tone, U+02CA), and Modifier letter grave accent (also called Mandarin Chinese fourth tone, U+02CB). Therefore, if users use MingLiU, PMingLiU or MingLiU_HKSCS to display these characters, after the add-on is applied the characters will look slightly different than before. 3. Because Office has its own font binding mechanism, Office application such as Word or Excel may display boxes (undefined glyph) for Unicode encoded HKSCS characters. The work around is to use the Extension B fonts, such as MingLiU-ExtB, MingLiU_HKSCS-ExtB or PMingLiU-ExtB, to display the Unicode encoded HKSCS characters.
