The ISACTRL and WSPSRV Services Do Not Start When You Install ISA Server 2004 Standard Edition on a Multiprocessor Computer (884569)

    A bug in the ISA Server Control Service causes a hyper-threaded processor to be counted as two (2) physical processors, such that a 4-processor server is seen as having 8 processors in violation of the ISA Server 2004 Standard Edition end-user license agreement.

        Microsoft ISA Server 2004 Standard Edition is designed to run on servers with up to four (4) processors (when licensed individually). However, when installed on a multi-processor computer, ISA Server 2004 Standard Edition incorrectly counts hyper-threaded processors (e.g., Intel Pentium IV), causing the ISACTRL and WSPSRV services to not start if more than two (2) such processors are present. The ISA Server Control Service incorrectly views each HT-enabled processor as two (2) processors, and perceives the installation as being in violation of the licensing terms as ISA Server 2004 Standard Edition is limited to a maximum of four (4) processors.

        HT processors should be counted as a single processor, such that servers with up to four (4) HT-enabled processors are fully supported and viewed as being compliant with the product’s licensing. Servers with only one (1) or two (2) HT-enabled processors or servers running on older non-HT processors are not affected by this bug. Servers with three (3) or four (4) HT-enabled processors should be updated with this patch, and will load normally after installation and reboot.

        Important Note: Although this bug occurs on both Microsoft Windows Server 2003-based computers and Microsoft Windows 2000 Server-based computers, this hotfix resolves the issue only when ISA Server 2004 is running on a Windows Server 2003-based computer. Windows 2000 Server does not currently support accurate enumeration of Hyper-Threading processors. Installing this fix on a Windows 2000 Server-based computer will have no effect.
