        The "Microsoft National Language Support Downlevel APIs 1.0" download includes several APIs to allow mapping between locale identifiers (LCID) and locale names, as well as accessing the list of parent locales. The new conversion functions that support data mapping for pre-Windows Vista operating systems are:
        DownlevelLCIDToLocaleName - converts an LCID to a locale name.
        DownlevelLocaleNameToLCID - converts a locale name to an LCID.
        The functions that support listing parent locales are:
        DownlevelGetParentLocaleLCID - retrieves the parent LCID for a locale.
        DownlevelGetParentLocaleName - retrieves the locale name for the parent of the indicated locale.

        2. Run the nlsdlpackage.exe and select where to download the contents, which contain the EULA, readme, header files, and executable packages to be used for redistribution.
