      This technical article addresses some of the challenges encountered by State Industrial Insurance (Worker’s Compensation) for the Department of Labor and Industries (L&I) at the State of Washington when implementing Microsoft .NET technologies to enable Health Insurance Portability and Accountability Act (HIPAA)-compliant transactions for existing mainframe systems over the Internet. In addition, the document describes the solution design and explains some of the key implementation details. However, this document does not cover the mainframe implementation details, server security settings, Intranet-based applications, or the ASP.NET implementation details.

      The customer scenario presented in the document is intended to help you compare your current requirements to those of State Industrial Insurance (Worker’s Compensation) for the Department of Labor and Industries (L&I) at the State of Washington and provide guidance for implementing the Microsoft solution for HIPAA to achieve your technical and business goals.
