Open Value for Government

Offers simplified asset management, predictable software costs, and spread payments. Software Assurance is included.

Open Value Subscription for Government

Get the same benefits as Open Value for Government with lower up-front costs. This program provides access to Microsoft software licenses and cloud services for the term of the agreement through subscription-based licensing. A one-year Open Value Subscription option is also available for eligible government customers.

Enterprise Agreement for Government

Standardize technology across your organization with the latest Microsoft products and cloud services. Provides simplified license management with a single agreement, predictable software and services costs, and spread payments. Software Assurance is included.

Introducing the new Enrollment for Education Solutions

The Enrollment for Education Solutions (EES) has been modernized to simplify and standardize how you license Microsoft cloud services and software. With EES, you get broader access to cloud services, the ability to more accurately direct technology spend, and enhanced benefits with tools and resources to help you manage your institution while empowering your faculty to innovate.

EES is now based in cloud services, but it enables you to maintain an on-premises environment so you can migrate to the cloud at your own pace. By moving to a per user model, we’ve simplified and standardized coverage calculations and updated user definitions so your technology spend will more accurately reflect the usage of Microsoft cloud services and software. With an expanded set of student use benefits and access to free online services for light users, you get more value for your organization-wide commitment. What changes has Microsoft made to the Enrollment for Education Solutions?

There are four key changes that have been made to enrollment:

  • Qualifying products for a new EES moves from Desktop Platform Products to Education Platform Products: Desktop Platform Products are on-premises solutions that were used to qualify for the EES program in the past. As of October 1, 2017, customers may only qualify through using cloud services know as Education Platform Products.
  • Eliminating calculations for “full-time equivalent” (FTE) staff: EES moves to a per user model, counting all qualified users as one, instead of using the FTE equivalent calculation.
  • Simplifying user definitions to streamline license count: Introducing the new “Knowledge Worker” definition to help institutions better define who needs to be licensed.
  • Enabling greater flexibility to adjust at anniversary: Institutions now have the flexibility to increase or decrease their license count at the license anniversary date (must stay at or above the program minimum of 1,000 users).

These changes offer all the value of the Enrollment for Education Solutions today, while delivering additional value with expanded student use benefits and a simplified user count. Standardizing on the cloud platform (Education Platform Products) means all qualified users have access across multiple devices to the latest versions. Simplifying and standardizing user count lets institutions more accurately license faculty and staff who require full access to Microsoft products and cloud services. Light users have easier access to resources through free or low-cost offerings with the ability to add additional products (for volunteers, contractors, and student employees).

Are there other changes being made to the Enrollment for Education Solutions?

In addition to key changes listed above, the following adjustments to the contract have been made:

  • The Student User definition has changed so that the Student Licensing Option counts all students regardless of full- or part-time status.
  • Work at Home Rights have been retired in favor of the Home Use Program.
  • New Student Use Benefits have been added and standardized across cloud services (applies to all education licensing agreements).
What does it mean that "qualifying products move from Desktop Platform Products to Education Platform Product"?

When you sign a new EES enrollment, you must qualify with an Education Platform Product organization-wide, which are cloud services. The on-premises Education Desktop products are no longer qualifying products to enter into an EES, but if you prefer, you do have the ability to use on-premises products as a “downgrade” from Education Platform Products.

If qualifying products are cloud-based, can I still install on-premises products?

Yes. If you require on-premises use, all Education Platform Products include downgrade rights to on-premises product versions. For example, if you purchase Office 365 A3 for your entire organization, you can deploy Office Professional Plus for the entire organization.

When does my organization have to change to cloud services?

You will not be affected until your current enrollment is up for renewal. At that time, you will be asked to move to the Enrollment for Education Solutions 2017 contract.
