MPSA works best for organizations that want to license Microsoft on-premises software, cloud services, or both as needed—with no organization-wide commitment under a single, non-expiring agreement. A Purchasing Account is a buying entity within your organization that you create to order and manage products and services by registering them to an MPSA. This account can be a department, an affiliate, a subset of personnel, or your entire organization. To register a Purchasing Account, you must complete a Purchasing Account Registration form and name a legal entity on the form. This connects both the purchasing entity and the legal entity to the MPSA terms. Each Purchasing Account is registered only once and each account is assigned a sector type of commercial, academic, or government. You can have Purchasing Accounts of different sector types on one MPSA. One Purchasing Account is designated as the Agreement Administrator. The Agreement Administrator manages the MPSA, oversees the participation of other Purchasing Accounts in the MPSA, and can fully view assets across all accounts.
Purchasing through the MPSA
Yes. You can have multiple partners on a single Purchasing Account for your transactional purchases without having to register a new Purchasing Account for your buying entity.
Yes. New with the MPSA is the ability to have multiple organization types—commercial, academic, or government—on one agreement with the use of Purchasing Accounts.
Yes. Software Assurance purchasing and benefit management is available. Existing Software Assurance coverage and benefits from another Volume Licensing program (for example, Microsoft Select Plus, Microsoft Enterprise Agreement, or Microsoft Open License) are not affected by or connected to a new MPSA. Pricing levels and points
Purchases made through the MPSA in Purchasing Accounts are aggregated and continuously factored into point minimums per pool to achieve the most beneficial price level for commercial organizations (government and academic organizations each have a single price level). Your organization attains the next discount price level for a pool as soon as it meets the corresponding annual point minimums. The order that qualifies you for the next discount threshold (for example, Level A to Level B) receives the discount. All subsequent orders across the organization with the same account type receive the new price level automatically for future purchases.
Buying short-term subscriptions for select cloud services helps you address your short-term needs, like supporting seasonal workers during holiday seasons or high volumes during special projects. This flexible purchasing option enables you to pay for only what you need, when you need it, with premium pricing for the short-term convenience.
You can view your software licenses and cloud services through an MPSA from the Microsoft Business Center. To view software licenses through a different Microsoft Volume Licensing agreement, use the Microsoft Volume Licensing Service Center (VLSC). After your licenses and cloud services are fully covered by an MPSA, all of your purchases through the MPSA will be viewable in a single tool. Managing your purchases
You can provision cloud services directly from the Microsoft Business Center, which sends an order for processing to the partner you choose. Your partner then invoices you for your cloud services purchase. From the Business Center, you can manage and assign your cloud services seats via the “Online Services” tile. After your cloud services purchase is processed, you will see them available in your Business Center summary. Note that Microsoft Azure cannot be purchased through MPSA.

For the MPSA, you can download the products you ordered through the Business Center. If you require physical media, contact your Microsoft partner for assistance.
