Create User Controls in Expression Blend
User controls in WPF are different than user controls in other technologies. In other technologies, user controls are created when you want to create a different look and feel for a control. Changing the look and feel of a control in WPF can be accomplished with styles and templates without the need to create a new control. In WPF, creating a User Control is more a matter of functionality.
