            <title>Specification: Improved Label Dialog</title>
            <description>The current Label dialog used from within Visual Studio provides a poor experience for users wanting to create and edit labels.  The ListBox currently used to list every item in the label will be replaced with a multi-rooted, multi-column tree control which will allow users to create labels more quickly and efficiently than they presently can.</description>
