ISA Server 2006 and IAG 2007 use different licensing mechanisms designed to be flexible to fit your deployment needs. Please read the ISA Server Licensing FAQ for detailed information.
ISA Server is licensed in the processor licensing model. Under this model, a license is required for each physical or virtual processor accessed by an operating system environment running ISA Server. This license does not require any device or user CALs.
Benefits
If you want to acquire your ISA Server software license independently from your server hardware, you'll want to purchase ISA Server software separately. This option provides the maximum flexibility for deploying and repurposing software and hardware. Plus, you can remotely manage your software installations by using remote desktop protocol (RDP) sessions or the Microsoft Management Console (MMC).

Purchase a hardware solution if you want an ISA Server device built specifically to run ISA Server (either Standard or Enterprise Edition). ISA Server devices come with a preinstalled, hardened version of Windows Server 2003 and ISA Server, ready for deployment. Several hardware vendors have also added additional components and technology to their products such as protocol accelerators, antivirus gateways, and content filtering software to extend the value of ISA Server for your infrastructure.
Some hardware vendors have created security appliances that you can quickly deploy to automatically update your management tools and Web-based user interfaces for remote management and remote desktop protocol (RDP) sessions. Look for ISA Server 2006-based security appliances available now from leading OEMs.
