Lead Story: Gov’t Leaders Weigh Importance of Technology and Education
Last month, a group of government leaders from Latin America, the United States and Canada gathered in Washington, DC, for the Microsoft Government Leaders Forum to examine the role of information technology in government services, economic development and education. Former Secretary of State Colin Powell shared his experiences with the upgrade of the State Department’s computer network to Windows. He also described his frequent use of email with his foreign counterparts. Microsoft Chairman and Chief Software Architect Bill Gates discussed ways to measure progress using technology, as well as Microsoft’s commitment to helping governments bridge the digital divide through training and education, as well as product innovations.

TECH AND LAW ENFORCEMENT: NEW SYSTEM TRACKS CHILD PREDATORS
In January 2003, Toronto Police Detective Sergeant Paul Gillespie sent an email to Microsoft Chairman and Chief Software Architect Bill Gates, explaining how child predators were using the Internet and asking for help. This communication led to a joint effort between Microsoft and Canadian law enforcement agencies. Last month, Microsoft and Canadian law enforcement unveiled the Child Exploitation Tracking System (CETS), which enables global information sharing on child predators. The system has already helped snare an alleged criminal.

POLICY NEWS: NEW MEXICO AND WASHINGTON GET TOUGH ON CYBERCRIME
States are stepping up their efforts to combat phishing -- online scams that use fraudulent emails and websites to trick Internet users into revealing valuable personal information like credit card numbers. Last month, New Mexico Governor Bill Richardson signed an anti-phishing measure into law. Washington State passed an anti-spyware bill, which has gone to Governor Christine Gregoire and is awaiting her signature.

ANTI-SPAM NEWS: LAW ENFORCEMENT STEPS UP BATTLE AGAINST SPAMMERS
The tech industry continues to work with government agencies to help stop spammers, and the efforts are paying off. Last month, the Federal Trade Commission and California Attorney General Bill Lockyer filed joint lawsuits against alleged spammers. In Florida, Attorney General Charlie Crist filed a suit against alleged spammers under Florida and federal law. And in Virginia, Jeremy Jaynes was sentenced to nine years in prison for illegal spamming.
