LEAD STORY: WINDOWS VISTA SLATED TO SHIP WORLDWIDE
On October 13, Microsoft confirmed that Windows Vista will reach consumers worldwide in January 2007. The latest version of Microsoft’s flagship operating system includes a range of new and improved features that will benefit consumers, businesses and other technology companies. The company had been concerned that regulatory uncertainty would prevent Windows Vista from shipping in Europe and elsewhere. But following constructive dialogue with regulators, Microsoft made some product changes to ensure that Windows Vista complies with competition rules worldwide.

INTEROPERABILITY NEWS: MICROSOFT EXTENDS THE OPEN SPECIFICATION PROMISE
In September, Microsoft received broad industry support for making key proprietary Web services technology freely available to any software developer anywhere in the world through the Open Specification Promise (OSP). On October 17, Microsoft announced that it would extend the OSP to Microsoft virtualization technology that enables multiple operating systems to run on a single computer. “We continue to increase our commitment to interoperability… by providing access to technologies like the virtualization open format,” said Bob Muglia, Microsoft’s senior vice president of the Server and Tools Business.

RESEARCH NEWS: MICROSOFT INCREASES SUPPORT FOR R&D
On October 17, during a visit to Madrid, Microsoft CEO Steve Ballmer said that Microsoft would increase its spending on research and development to $7.5 billion in fiscal year 2007. The company is making substantial investments in developing state-of-the-art online services for Windows Live, as well as funding a range of innovative projects through Microsoft Research.

WINDOWS VISTA PREVIEW: PATCHGUARD -- SECURITY AND POLICY IMPLICATIONS
Editor’s Note: Windows Vista, the next generation of Microsoft’s flagship operating system, will reach consumers in early 2007. In advance of the release, each FINFlash Update examines a feature of Windows Vista and considers policy issues that could affect emerging technology.
With Windows Vista, Microsoft plans to include a security feature called, “PatchGuard.” This technology serves as a shield that protects against malicious intrusion into the Windows Vista kernel, the core of the operating system. While no single technology can resolve all computer security threats, PatchGuard represents an important advance in PC security. Microsoft believes that government regulation should not keep PatchGuard and other security technologies from reaching consumers and businesses.
