The race to develop Nuclear ICBMs and to simultaneously develop Missile Shield can create a window of stunning offensive advantage for the first to create the gap in the arms race.

In a multiplayer game, your units are still vulnerable if they are in enemy lands when attacked by a third party. But your own borders become impermeable to missiles.
