Josh Rice

Director, Technology Sales and Licensing, Worldwide Public Sector

​Josh Rice is the Sr. Director – Technology Sales and Licensing within the Worldwide Public Sector division at Microsoft Corp. Harnessing an extensive background in technology, Rice leads a team of sales and technology professionals who provide global strategic support to public sector customers by delivering innovative solutions that are focused on helping customers to make an impact by delivering new services and modernizing their technology infrastructure. He works in close collaboration with governments and Microsoft partners around the world to ensure that Microsoft software and cloud services deliver the value that their constituents expect.

Rice works in close collaboration with senior leaders across Microsoft product teams to help ensure that Microsoft software and services meet the unique technology and regulatory needs of the public sector. A recognized thought leader in helping public sector customers realize the benefits of cloud computing and transform how they serve and engage citizens, he is a frequent participant in industry events and regularly speaks with analysts and journalists covering public sector technology.

Before assuming his current role in July of 2011, Rice was Sr. Director of Innovation for WWPS. In that role he was responsible for showcasing the amazing innovation from Microsoft and their large partner network, and the impact technology is having on public sector customers around the world. Rice joined Microsoft in 2001 as a Senior Technology Strategist and has also been Incubation Sales Manager for USPS.

Before joining Microsoft, Rice spent 2 years with IBM Global Services, supporting IBM/Lotus customers. Rice began his career as a Sr. Analyst with the Diageo Corporation, managing a wide array of ICT projects in the US and Asia Pacific focused on providing core communication, collaboration, and ERP services across Diageo’s facilities around the world.

A native of Minneapolis, Minnesota, Rice now lives in the Seattle area with his wife and three children. He is an avid tennis player, and enjoys skiing, mountain biking, spending time with his family, and taking advantage of the outdoor recreational amenities the Pacific Northwest has to offer.
