William O’Leary

​William O’Leary is Senior Director and Chief Health Policy Officer, Microsoft Corporation. O’Leary engages senior government, business and health leaders regarding Microsoft’s policy, citizenship, business development and Government affairs priorities. O’Leary leads national health policy forums with government and business leaders, foundations and thought leaders, in communities across the country; focusing on strategies to build “healthier communities” through technology, health, education and economic development partnerships. The former Secretary of Health and Human Services in Massachusetts, responsible for a $9 billion budget, O’Leary chaired the two-year Massachusetts Health Care Task Force which preceded implementation of that state’s health reform. He oversaw the most dramatic expansion of children’s health coverage in the country resulting in less than 5% uninsured. O’Leary developed MassCares, a comprehensive technology based initiative to better integrate service delivery to children and families in fifteen targeted cities. An attorney, and graduate of Western New England College School of Law, O’Leary holds a Master’s degree from the School of Criminal Justice at the State University of New York in Albany, and a Bachelor in Arts degree from the University of Massachusetts.
