Template Library

It has been observed that people with disabilities find it difficult to read documents posted on websites, as these documents have not be created keeping accessibility in mind. As a result, they can’t be accessed using screen readers, converted into a digital talking book etc., thereby alienating this audience. Such documents can also create barriers for those employed in the same business or government departments

One way to achieve accessibility is to ensure that documents created for use within government departments as well as for public consumption, such as Five-Year Plan papers, Annual Reports, Acts/Laws / Policies, Circulars /Office Orders, Census data, Citizen Charters, Gazette Notifications, Schemes, Budgets, among others, are accessible by design.

The 40 templates created and released by Microsoft India enable governments and businesses to have accessibility incorporated at the time of creating a document itself. The Accessibility Checker in Microsoft Office helps validate the conformity of the document to accessible norms, and highlight errors if any.

For example, if a template is used to create a circular, it can easily be converted into a digital talking book or a large print-output document for a visually impaired person. The templates, which have tested by persons with various impairments, can be customized to suit specific user requirements.



The Template Library provides 40 templates that have been customized to ensure accessibility. Using the templates provided, documents can be easily created that will be accessible to persons with disabilities.

Download, Install and Use Template Library

Step 1: Download Template Library

To download and install the Template Library,

  1. Go to Template Library.
  2. Choose the location and save the .zip file to your computer.
  3. Extract the files to a folder on your computer.

Step 2: Install Template Library

After you have downloaded the Template Library, install it by doing the following:

  1. Go to the folder where you extracted the installation files, and run Setup.exe.
  2. Follow the steps in the installation wizard.

Using the Template Library

To use the Template Library, do the following:

  1. Open Word.
  2. Click the File tab, and then click New.
  3. Click My Templates, then click the Government tab.
  4. Select any of the templates and click OK.

A new document is created using the chosen template. Change the content as per your requirements.

Tip: Click the File tab, Click Info, under Prepare for Sharing, an alert will appear if Accessibility Checker has detected any potential accessibility issues. If you want to view and repair the issues in your file, click Check for Issues, and then click Check Accessibility.
