Application Capabilities
The third layer of the CSP model explores the applications that local governments require to support these processes and address these challenges. Microsoft commissioned research from CAPgemini and IDC to research the capabilities needed and the level of priority assigned to these by CIO's in government organisations and has identified the following high priority capabilities.
These capabilities are required across many functions within the local government organisation and can be considered to be relatively generic. Organisations can reduce complexity and achieve cost-savings by implementing solutions to provide this capability across multiple departments. This can also help to break down silos within the organisation since a single system can support a single view of the customer. These capabilities are addressed through key Microsoft products and a wide variety of applications from Microsoft Partners. This approach provides wide choice and many specialist applications. However as they are based on standard products they are easy to integrate, can be added to in a modular approach over time and they provide a consistent familiar user interface which makes them easy to use.
