People & Processes

Local governments do not serve citizens, control costs, balance budgets, or achieve operational excellence. People do these things, and organizations excel when they empower their people. Microsoft has conducted deep research into the trends affecting the future of work, and it believes that people are the most important asset in helping organizations to meet the challenges of the future and to take advantage of opportunities. Unfortunately, most organizations use different systems for making decisions about investing in people and systems, at different levels and at different times. Microsoft believes that a "people-ready organization" ensures that its investments in both systems and in people reinforce the goals of the organization.

This second layer of the CSP model includes a taxonomy of services and processes that has been developed by industry experts, working in conjunction with Microsoft, which draws on work with customers from across Europe. Each service classification is described through successive levels of detail, ultimately linking to the underlying business processes. Microsoft recognizes that this is only one of many service taxonomies that have been developed for local governments but feels that this particular analysis provides a powerful means for joining services and identifying common processes. The service taxonomy is a tool for both customers and Microsoft partners to use in understanding the local government business architecture.

Local governments are increasingly thinking of their organizations in terms of the business processes needed to deliver services. "Processes" provide the link between services and the applications needed to deliver them. They also provide a common language for improving local public services and transforming working practices. In conjunction with CAPgemini, and building on work that was undertaken for the Office of the Deputy Prime Minister in the United Kingdom, a set of process maps, provided in the Resources tab, has been developed that describes operations for each service area in the taxonomy.
