Microsoft Security Cooperation Program (SCP)

The Microsoft Security Cooperation Program (SCP) provides a structured way for public sector around the world to engage in cooperative security activities with Microsoft in the areas of computer incident response, attack mitigation, and citizen outreach. Using information exchange and cooperative projects, SCP helps public sector to better respond to computer security incidents and to minimize the impact of attacks on information technology (IT) infrastructure, decreasing risk from cyber attacks.

SCP is part of the Microsoft Security Response Alliance (MSRA), the latest evolution in Microsoft's efforts to build strong alliances with partners in the security response ecosystem. The MSRA builds on the fundamental underpinnings developed by its constituents: five strong, valuable alliances—including SCP—that allow security response and research with multiple partners, vendors, governments, and infrastructure providers to collaborate in a secure and timely manner.

Key benefits

SCP provides important benefits to governments, including:

Improved incident response. SCP helps its participants respond efficiently and effectively to computer security incidents and emergencies. In addition, the program helps decrease the risk of attack through information sharing and collaborative projects customized to help meet each participant's information security needs. A key element of the program is an escalation process that gives participants 24x7 access to Microsoft in the event of a critical IT emergency. (Available to SCPg and SCPe participants)

Powerful partnerships. Partnerships between private and public sector organizations are essential to help protect critical IT infrastructures and promote computer safety. SCP provides a structured foundation for a partnership between Microsoft and governments in the areas of security incident response, attack mitigation, and computing safety.

Information sharing. Focused on mitigating the negative effects of digital attack and responding rapidly to attacks when they occur, SCP facilitates the sharing of information, such as known vulnerabilities, patch releases, security incident metrics, and Microsoft product security.

Collaboration. SCP facilitates cooperative consumer outreach and education activities, including the development and distribution of materials and special events, as well as collaboration in computer incident response processes.

Partners in Security

SCP consists of three public sector programs:

Security Cooperation Program for Governments (SCPg) - SCPg provides a structured way for governments and Microsoft to engage in cooperative security activities in the areas of computer incident response, attack mitigation, and citizen outreach. The goal of SCPg is to help governments address threats to national security, economic strength, and public safety more efficiently and effectively through cooperative projects and information sharing.

Security Cooperation Program for Education (SCPe) - SCPe provides a structured way for Microsoft to engage with higher education in the areas of security analysis and response, attack mitigation, and student/faculty outreach. SCPe enables the exchange of security information between Microsoft and SCPe participants. This information may be used to mitigate the negative effects of a cyber attack, allowing both Microsoft and SCPe participants to respond rapidly to attacks when they occur.

Security Cooperation Program for Computer Emergency Response Team (SCPcert) - SCPcert is a program for national, regional, or population-based CERTs, CSIRTS, and other Response and Guidance organizations that represent a nation, region, or population. This program provides these CERTs a structured and collaborative environment to come to for information on threats to Microsoft products that affect their stakeholders, to receive detailed information on those threats, and to share information with Microsoft and other CERTs.
