Do you want to develop applications faster and at a lower cost? - If you're serious about reaching more users both locally and worldwide, then enrolling in this initiative is an important first step. Take advantage of Microsoft Empower for Independent Software Vendors. This initiative is designed to help registered members of the Microsoft Partner Programme (MSPP) succeed in developing software on the Microsoft platform. If you want to design and build resalable software solutions, Microsoft Empower for ISVs can help you achieve your goal.
Receive free software licences for internal use, development and testing along with technical support resources. These benefits are available at the new annual membership fee of €320 with an opportunity to renew for a second year.
The Initiative is intended to be an ISV's first step to achieving Microsoft Certified Partner status, so it is not available to existing Certified or Gold Certified Partners.

| | Development and testing licences and resources | Development and Testing License: One (1) MSDN Premium Subscription media kit and five (5) user licenses**- One (1) MSDN Premium Media kit (DVD)
- Each MSDN Premium Subscription includes the full range of Microsoft Windows Server System integrated server software, all Microsoft operating systems, Microsoft productivity applications (Office Developer Edition, Microsoft Project, FrontPage, Visio, and MapPoint).
- Five (5) licenses to Visual Studio 2005 Professional Edition. Up to five (5) users, concurrent with development and testing licenses provided with the MSDN Premium Subscription, may use Visual Studio 2005 Professional Edition.

MSDN Online Concierge trial (English only) - This service helps users find articles and resources within MSDN. It is available worldwide and provides real-time responses.
ISV Advisory Service- The ISV Advisory Service is a phone-based support option that provides assistance beyond your break-fix product maintenance needs. It includes working with the same technician for help with product migration, code review, or new program development. Partners enrolled in Microsoft Empower for ISVs receive 10 hours per year.

To join Microsoft Empower for ISVs, you must:
- Be a Registered Member of the Microsoft Partner Programme, but not a Certified or Gold Certified Partner
- Maintain your company's official website with contact information while enrolled. The URL of the official corporate website must be submitted at the time of enrolment, using the online enrolment tool.
- Commit to develop one packaged and resalable software application that supports at least one of the following Microsoft technologies:
- Microsoft Windows Server 2003
- Microsoft Windows Vista
- Microsoft SQL Server 2005
- Microsoft Mobility platform (Microsoft Windows for Pocket PC, Microsoft Windows for Smartphone)
- Execute the Initiative Agreement located in the online enrolment tool
- Pay the annual membership fee €320
- Provide profile information on software application you plan to develop
Renewal requirements
Microsoft Empower for ISVs members may choose to renew their membership for a second 12 month period. To renew membership, you must:
- Continue to meet all the requirements of the first year membership
- Within 18 months of initial membership activation (within 6 months of renewal), publicly announce the new packaged software application on their own official website
- Within 24 months of initial membership activation (within 12 months of renewal), release the new packaged software application to the targeted marketplace
- Pay the annual membership fee of €320
Membership may not be renewed more than once and is limited to one per company.

Since Microsoft Empower for ISVs is intended as an entry opportunity for companies not already participating in the Certified Partner Level of the Microsoft Partner Programme, it is not available to existing Microsoft Certified Partners or Microsoft Gold Certified Partners.
IMPORTANT NOTE: you will need to be a registered member of the Microsoft Partner Programme before you are able to subscribe to the Empower Initiative for ISVs.
