You can sign up for the SPLA program with a SPLA reseller. See a list of SPLA resellers.
Your organization must meet the following requirements to participate in the SPLA program:

Enroll in the Microsoft Partner Network. You must be a member of the Partner Network at any level. If you are not a member, get more information about the Microsoft Partner Network. You must also join and maintain status in the Microsoft Hosting Community.

Sign a Microsoft Business and Services Agreement (MBSA). Service providers that have an existing MBSA via another Volume Licensing agreement should work with their Microsoft account manager and/or reseller to provide their MBSA number and link the MBSA to their SPLA.

Designate a SPLA Reseller. Designate a SPLA reseller and work with the reseller to complete the Services Provider License Agreement. The reseller will submit your reporting and payment on your behalf and assist you on all aspects of the SPLA program.

Additional Requirements
To participate in the SPLA program, you also must:

Provide monthly reporting on and payment for software licenses. Service providers must submit a monthly use report or zero use report on all licenses that they have authorized their customers to use the previous month. Affiliates or software services resellers must also be included in their report.

Provide technical support. Service providers are responsible for providing technical product support for the Microsoft licensed products they deliver to their customers.
