Microsoft Malaysia is committed to developing the community through providing ICT skills necessary to participate and communicate in the 21st century. We believe very simply that knowledge and skills are the keys to progress.

What is a CTLC?
A Community Technology Learning Centre (CTLC) is a place where people can get free or low cost use of information and communication technologies (ICT). A CTLC provides opportunities for people to learn about ICT in a way that meets their needs.

A CTLC might be:

  • a building which is permanently used for ICT learning,
  • an existing community facility which is mainly used for other purposes e.g. youth activities, community center/hall.
  • an existing community project where ICT learning is one of many services,
  • a network of community and/or voluntary groups in a specific area who are working together to skill their staff, volunteers or service users in ICT.

CTLCs are always ‘not for personal profit’, e.g. any money made by the center is invested back in the center or the community it serves.

What is Malaysia’s focus for UP Grants?
Microsoft Malaysia’s focus since 2006 has been underserved women in ICT. The Ninth Malaysia Plan (9MP) has highlighted a major need to develop women in more technical professions. We aim to bridge the digital divide between women in urban and rural areas as well.  Everyone has potential and they should be given access to it irrespective of their income level.

Must my organization be focused on developing women to apply for a community software donations?
No, the Community Software Donation program is open to all qualified NGOs and charities. To qualify, please visit Eligibility Criteria.

Must my organization have the latest software to apply for the Community Learning Curriculum?
No. Your organization only needs to have genuine Microsoft software and be a non-profit organization with a focus or program to train underserved communities.

Is the Community Learning Curriculum made for anyone of any age?
It is best suited for young adults such as SPM graduates up to senior citizens. If you are searching for ICT curriculum for primary or secondary school children, please visit our Partners in Learning website.

What’s the difference between UP-CTSP training and other ICT training?
UP-CTSP training is an official Microsoft community ICT training program for underserved communities. A community level certificate is awarded in conjunction with our NGO partner for each module successfully completed.

Do I need to sign a contract for software donations or curriculum?
You need not sign a contract but if you qualify you will be required to follow the licensing and installation instructions for software donations, and the EULA for the curriculum.

I’ve taken the UP-CTSP training. What do I do now?
That is up to you! Potential is unlimited… Possibilities endless! If you would like some ideas, please speak to the NGO where you attended classes.

As a UP-CTSP graduate, can I be guaranteed a job or entrance into a school with the certificate?
Nothing is guaranteed, however, ICT skills are a necessity for the 21st century. With the basic ICT skills acquired from UP-CTSP training, you have a higher chance of being considered for a job or an interview than if you didn’t have the skills at all.

Do Microsoft staff train us personally?
No we don’t. The UP-CTSP is designed in such a way that we work with our NGO partners to deliver the training to the community, through our tools. 

If my organization doesn’t qualify under your Eligibility Criteria, can we appeal and be considered?
Appeal is not possible for the Community Software Donation Program and UP-CTSP Grants. It can be considered for volunteer partnerships.
