With additional language files installed on Windows Server 2008, you can change the display language to view wizards, dialogue boxes, menus, help topics and other items in Windows in a different language.
Language Packs contain the resources to translate all or parts of the user interface of a Windows operating system or server into a specific language. It also provides support for Language Interface Packs. The parent language can be different than the base language.
