I'd like to share just one contact list within the folder, but not the whole

Under "Contacts," I have a folder named "Contacts" that has several
distribution lists in it. I want to share just one distribution list and not
all of them. Can I share just one, or do I need to create another folder and
share the whole folder?

Sharing is on a folder-level only. Are you using Exchange? Put the DL in a
public folder Contacts folder and then everyone can see it.
