I had this problem and it drove me insane before I stumbled on the answer on
office help. It is the zoom view setting that needs adjusting.
You can adjust the zoom view in Microsoft Office Outlook 2007 in two ways —
by using your mouse wheel button, or from within Outlook itself.
Use a mouse wheel button to change the zoom
If you have a pointing device, such as the Microsoft IntelliMouse pointing
device, that has a wheel button, you can use the wheel button to zoom in on,
or out of, the body of a message.
Click the message body.
Press and hold CTRL while you rotate the wheel button to zoom in or out.
Use the Ribbon controls to change the zoom
The zoom level of the message view can be changed in the Ribbon, which is
part of the Microsoft Office Fluent user interface.
Click the message body.
On the Format tab, in the Zoom group, click Zoom.
In the Zoom dialog box, under Zoom to, click 100% for the default size, or
use the other options to specify a custom zoom size.
Note When the zoom view is changed, the setting is persistent on all
future messages you compose, reply to, or forward.

Yeah, I tried the usual ways too but annie's remedy worked fine, it has

I have a similar problem. My issue is that when I have an open email and I
click reply my font reduces to a 6 point or less.
The option indicated have not fixed this proble for me.
My computer was reimaged this week. I believe it it related to Zoom
however the option for Zoom is not available (grayed out) and I canno tselct
it.
Any suggestions.

Is your cursor in the body of the compose window when you try to
increase/decrease the zoom?

Most likely the other person has their system configured to quote your
message with a smaller font. Nothing you can do about that.
You could test that by having a "conversation" with yourself where you
send messages from Outlook to another account (Gmail perhaps?) see how
it's received, reply, see how that's received in Outlook, reply...
