Assuming you have some sort of JPG, BMP, or PNG image:

1. Open PowerPoint
2. Click the "View" menu, select "Master", "Slide Master'
3. Click the "Format" menu, click "Background".
4. Click the dropdown and select "Fill Effects".
5. Click the "Picture" TAB, browse to and select your image.
6. "OK" your way out and close the Slide Master.

Does that work for you?

  Answer
Changes you make to the background in order to save as a Design Template
needs to be done to the Slide Master (and Title Master) in order to get that
background when inserting a new slide.

Holler back if you have problems!

  Hi Bill.
I cannot find where i can actually change an existing background. Someone
created a background that we used in company ppts. I need to change what is
one of the existing "Themes" (i.e. the existing background graphic), however,
I can't find where that jpg is "inside" of the ppt. I hope I do not need to
create a brand new jpg, if i already have the background inside an existing
ppt, and just need to apply a couple of changes (probably using PhotoShop).
Thank you in advance!!

If you followed Bill's steps you should be able to select the back ground
image. If you need to extract it. Create a one slide presentation using the
background you want to change. Save that as an html file and the background
image will be extracted as an image file in the associated presentation
folder.
