I'm trying to create a custom layout design to facilitate entering display
data into a powerpoint presentation. Each slide has 3 variable text fields
and one image. I can't figure out how to add new object placeholders for the
additional text and objects field in the slidemaster or create a new slide
layout design.
You can't add placeholders to the master and you can't create new slide layouts.
What you *can* do is create a normal slide that has the layout your prefer.
Then duplicate and edit it any time you need the layout.

So there is no way of adding new text placeholders or those that insert
pictures (the max is 4 on the existing slide layouts for images etc.)? I am
trying in particular to insert additional pre-formatted text boxes and can't
find a way to do this - the problem with a normal slide is that people can
just change it and I am trying to unify in the same way that the existing
slide layouts do? Is there no way to do this?

Go to "View / Slidemaster", on the tab "Slide Master" click on "Insert
Layout". A new layout is added to your slide layouts.
Click on "Slide Master / Insert Placeholder" and choose one of the
placehoder (text, graphic and so on).
