How do I restart numbering when Word refuses to so so? in Word Application Errors

  Question
  In Word 2003, I have a document with a numbered list of procedures. I have
broken the procedure into several parts, and I want the numbered list to
restart for each part. I am giving the usual Restart Numbered List command
from the context menu. Word restarts the list for less than one second, then
reverts it to the original number.
