The number of ICT researchers in the region is particularly low, as well as funding for research, which comes mainly from governments.
In one of the largest cross-country collaborative efforts of this kind, the partners created the Latin American and Caribbean Collaborative ICT Research (LACCIR) Federation - or Virtual Institute. With an established administrative hub based at the Catholic University of Chile and University of Chile in Santiago, the Institute's mandate is to advance the research agenda in information and communication technology (ICT) applied to the social and economic development of the region, increase research opportunities for faculty and graduate students in this field and increase the visibility and skills of the regional research community. The Virtual Institute organizes, implements and sponsors academic research events to support the Latin American research community and provides a variety of communication vehicles including streaming video and online lectures. It is currently interacting with 400 researchers from 80 universities in 19 countries in Latin America.
