The best way to avoid becoming a victim of software piracy when buying or selling a refurbished PC is to understand some basic facts:

It is a refurbisher’s responsibility to ensure a PC is professionally refurbished and properly licensed with genuine software before it is sold to a new customer.

A refurbisher or retailer could be subject to liability for copyright infringement if:
• A PC is sold with an improperly licensed copy of Windows.
• There is no original Certificate of Authenticity (COA), or the COA is not associated with the original PC.
• The original operating system recovery media and manuals that were shipped with the PC when it was new are not provided.
• A Microsoft Authorized Refurbisher COA and valid recovery media are not provided when the original recovery media and original licensing components are not available.
