The 2007 Comprehensive Spending Review (CSRO7) issued by HM Treasury in October has set a new challenge for local government: reduce unnecessary and replicated citizen contact whilst meeting three percent efficiency savings, year on year. To deliver this transformation of local citizen services, councils will have to look hard at their existing technology infrastructures and business processes and find innovative ways to unlock the full value of their investments to date. Comment - Empowering local government and communities

CSR07 promises new resources and flexibility for local government to deliver increased local prosperity and personalised public services - responsive to the needs of those who use them. Secretary of State for Communities and Local Government, Hazel Blears, said that this was a “positive settlement for local authorities with major new freedoms that put local communities in the driving seat”.

However, according to CIPFA councils will find it ‘increasingly difficult to meet these ever more demanding government savings targets without affecting front-line service delivery.’ Meanwhile, Socitm, the association of council IT managers, has welcomed the Comprehensive Spending Review, claiming that it will ‘breathe new life into the government's ICT-facilitated transformational government programme’.
