The ActiveX control is not installed.

If an Information Bar appears at the top of the Web page with a message that begins "This website wants to install the following add-on..." or "This site might require the following ActiveX control...", click the Information Bar and select "Install ActiveX Control" from the menu that appears.

If the Information Bar does not appear at the top of this Web page, ensure that you are logged in as a user with administrator privileges, and that Internet Explorer's security policies allow ActiveX controls to be installed and run.
