Windows Server 2003 R2 Downgrade Rights

Microsoft grants the rights to use any prior version of Windows Server 2003 R2 in place of the version specified on the license confirmationin place of the version specified on the license confirmation or Certificate of Authenticity, regardless of which channel was used to acquire the license.

Windows Server 2003 R2 licenses can be downgraded to use or access older versions of the corresponding licenses as outlined below. Locate the product in the left column. Read horizontally for available downgrade options.

1For Windows Server 2003 R2 editions, there are no R2-specific CALs. Customers may access Windows Server R2 editions with existing Windows Server 2003 CALs or Windows Server 2003 External Connectors (where appropriate). Customers should continue to purchase additional Windows Server 2003 CALs (user or device) and External Connectors, including Terminal Services CALs or External Connectors and Rights Management Services CALs or External Connectors, when deploying Windows Server 2003 R2.
2A Windows Server 2003 External Connector will downgrade to be applicable to Windows 2000 servers. In other words, the use rights of the Windows External Connector will apply to a Windows 2000 server.
3A Windows Server 2003 Terminal Server (TS) User CAL will downgrade to be applicable to Windows 2000 terminal servers. However, due to technical limitations of Terminal Server, the TS User CAL will be treated as a TS Device CAL until the terminal servers are upgraded to Windows Server 2003, at which point the CAL will revert back to being a TS User CAL.
4A Windows Server 2003 Terminal Server External Connector (TSEC) will downgrade to be applicable to Windows 2000 terminal servers. However, due to technical limitations of Terminal Server (TS), the TSEC license will be treated as a Windows 2000 Terminal Services Internet Connector (TSIC) license until such time that the terminal servers are upgraded to Windows Server 2003. This also means that while in its downgraded form, the license limitations of Windows 2000 TSIC are in effect (e.g., limit of 200 concurrent connections and anonymous access restrictions).
