Open New License Requirements:

Purchase through a volume license reseller.

Minimum initial order of five licenses. (One Windows Small Business Server 2003 license meets this qualification because five CALs are included.)

Retail/FPP License Requirements:

Purchase through a brick and mortar or online retailer.

No minimum purchase is required.
