File Replication Service (FRS) is used for synchronizing the SYSVOL shared folders on domain controllers and for synchronizing DFS link targets on servers running Windows 2000 and Windows Server 2003. If you are using Windows Server 2003 R2 and want to keep folders synchronized, we recommend using DFS Replication.
