Russia Data Localization Law – Learn More

Federal Law No. 242-FZ amendments effective from September 1st, 2015, imposes a data localization requirement on data “operators” in Russia that collect “personal data” of Russian citizens. Those operators must ensure that “collection, recording, systemization, accumulation, storage, correction (updating and changing) and extraction” of that data takes place in databases located in Russia.

Microsoft Online Services – such as Office 365, Microsoft Azure, Microsoft Intune, and Microsoft Dynamics CRM Online – run out of datacenters located outside of Russia. Therefore, commercial customers in Russia who wish to use these services should familiarize themselves with the data localization requirement and should determine what steps they must take to comply with the Law. Below are possible options that are available for acquiring and operating Microsoft Online Services.

Subscribing to Microsoft Online Services

Microsoft recommends that commercial customers consider subscribing to Microsoft Online Services – Office 365, Microsoft Azure, Microsoft Intune, and Microsoft Dynamics CRM Online – via a Microsoft Cloud Solution Provider (CSP) partner. Alternatively, commercial customers may consider subscribing to Online Services provided by Microsoft Cloud OS Network (COSN) Partners with datacenters located in Russia. Managing User Identity and Access for Microsoft Online Services

Microsoft Online Services such as Office 365, Microsoft Azure, Microsoft Intune and Microsoft Dynamics CRM Online rely on Azure Active Directory (AAD) to manage user identity and access. Commercial customers who are using an on-premises identity system – such as Windows Server Active Directory (AD) – to manage their users in compliance with the Russian data localization requirements can integrate that system with AAD via Azure AD Connect, a free service. Alternatively, commercial customers may consider using third–party applications and solutions to manage their users and integrate on-premises identity system with AAD. More information about these applications is available here.
