In 2015 Microsoft and Estonia partnered on the Virtual Data Embassy research project – an initiative that investigated how a public-private partnership could support the objectives of the Estonian Government Cloud Policy.
The resulting report describes the “data embassy” concept, the migration process, and the verification testing that was conducted to assess the security and resilience of the cloud computing services. Particular focus was also given to the potential legal protections needed. The project’s three core findings are:
- The Virtual Data Embassy is consistent with Estonia’s existing domestic legal framework;
- Migrating and running the selected government services is technically feasible; and,
- The government needs to be flexible to benefit from the latest technological advances and protections.
