The challenges humanity will face in the coming years will not wait around for us to achieve incremental advances or unexpected breakthroughs. We need a new and reliable way to anticipate the technology we\u2019ll need for the next crisis, whatever that may be, and to be sure it is ready to adapt and deploy when the time comes.<\/p>\n\n\n\n<p>We believe that new technologies can play a crucial role in building our capacity for resilience, by amplifying the ability of organizations to reach and support the individuals and communities that make up our society.<\/p>\n\n\n\n<p>To prepare for tomorrow\u2019s challenges, we start by addressing the challenges of today. While the crises the world faced in 2020 were unprecedented, they were not entirely unpredictable. We have long been warned about the threat of infectious diseases, the spread of misinformation, the inequality and injustice in our society, and the precariousness of our institutions, democracy, and climate.<\/p>\n\n\n\n<p>By identifying patterns and commonalities across many societal problems, we can tackle the widest range of those problems now, while simultaneously building the resilience that we need to withstand a future that is sure to include more instability and existential risk. Therefore, the concepts of technologies, organizations, and communities are fundamental to our approach, with the relationships between these concepts helping us to map out seven <a href=\"#!guiding-principles\">guiding principles<\/a> for societal resilience research.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button is-style-fill-chevron\"><a data-bi-type=\"button\" class=\"wp-block-button__link\" href=\"#!guiding-principles\">Explore the guiding principles<\/a><\/div>\n<\/div>\n\n\n\n<h3 id=\"building-resilience-at-every-level-of-society\">Building resilience at every level of society<\/h3>\n\n\n\n<p>Our initial series of case studies addresses the systemic issues of&nbsp;<a href=\"https:\/\/www.microsoft.com\/en-us\/research\/group\/societal-resilience\/articles\/case-study-covid-19-vaccine-eligibility-bot\/\">healthcare equity<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.microsoft.com\/en-us\/research\/group\/societal-resilience\/articles\/case-study-tech-against-trafficking\/\">human trafficking<\/a>, the <a href=\"https:\/\/www.microsoft.com\/en-us\/research\/group\/societal-resilience\/articles\/case-study-mapping-organizational-resilience\/\">resilience of organizations<\/a> and coalitions, and the design of technologies for implementing and informing evidence-based policy. guiding principles for societal resilience research<\/h2>\n\n\n\n<p>At a high-level, we can define resilience as the capacity to anticipate, absorb, and adapt to disruption. This definition draws on diverse theories of resilience in the areas of ecology, psychology, and engineering, and has broad applicability across the social and organizational sciences, as well as the various stages of crisis management. However, understanding what it means to be resilient is only part of the journey towards building societal resilience. We believe that new technologies can play a crucial role in building capacity for resilience, by amplifying the ability of organizations to reach and support the many communities of individuals that make up our global society. The structural inequalities that create advantages for some at the expense of others lead to entire cross-sections of society being marginalized, exploited, or otherwise vulnerable to a variety of risks. A resilient society protects the rights and dignity of all its members by working to address both the causes and consequences of inequality. It is within this context that Microsoft jointly founded the&nbsp;<a class=\"msr-external-link glyph-append glyph-append-open-in-new-tab glyph-append-xsmall\" href=\"https:\/\/techagainsttrafficking.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Tech Against Trafficking<span class=\"sr-only\"> (opens in new tab)<\/span><\/a>&nbsp;(TAT) coalition in 2018. Through our work on the TAT steering committee and across initiatives including an accelerator program, we have formed long-term partnerships and projects tackling this most urgent societal problem. This definition draws on diverse theories of resilience in the areas of ecology, psychology, and engineering, and has broad applicability across the social and organizational sciences, as well as the various stages of crisis management. However, understanding what it means to be resilient is only part of the journey towards building societal resilience. We believe that new technologies can play a crucial role in building capacity for resilience, by amplifying the ability of organizations to reach and support the many communities of individuals that make up our global society. The structural inequalities that create advantages for some at the expense of others lead to entire cross-sections of society being marginalized, exploited, or otherwise vulnerable to a variety of risks. A resilient society protects the rights and dignity of all its members by working to address both the causes and consequences of inequality. This requires broad coalitions spanning government, business, and civil society, especially community-based organizations with a history of trusted support. Such open innovation enables organizations without formal business partnerships to contribute to shared artefacts, which can in turn can be adapted by third parties for specific use contexts. We aim to simplify and accelerate the adoption process by providing reference examples at each level of the \u201csoftware supply chain\u201d spanning data, standards, libraries, and applications. This allows us to focus on the non-commercial applications of technologies that do not themselves need to be \u201cdisruptive\u201d, but which can be rapidly composed from combinations of existing capabilities in ways that facilitate the desired transformations. Before we can design for the emergence of new and improved practice, however, we must first understand the structure of relationships between existing people, practices, and outcomes. Another is if they disregard aspects of the cultural and historical context that may cause some groups to question the methods of support being offered \u2013 or the motives of those offering it. Being transparent about methods and motives can help to build trust in technology, especially if that technology is developed with stakeholders in a participatory design process. This bot would interact via a simple workflow of Yes or No questions to determine their vaccine eligibility. It is within this context that Microsoft jointly founded the <a href=\"https:\/\/techagainsttrafficking.org\/\" target=\"_blank\" rel=\"noopener\">Tech Against Trafficking<\/a> (TAT) coalition in 2018. Through our work on the TAT steering committee and across initiatives including an accelerator program, we have formed long-term partnerships and projects tackling this most urgent societal problem.
