This paper addresses a simple, yet fundamental question
\nin the design of peer-to-peer systems: What does it mean
\nwhen we say \u201cavailability\u201d and how does this understanding
\nimpact the engineering of practical systems? We argue
\nthat existing measurements and models do not capture
\nthe complex time-varying nature of availability in today\u2019s
\npeer-to-peer environments. Further, we show that unforeseen
\nmethodological shortcomings have dramatically biased
\nprevious analyses of this phenomenon. As the basis of our
\nstudy, we empirically characterize the availability of a large
\npeer-to-peer system over a period of 7 days, analyze the dependence
\nof the underlying availability distributions, measure
\nhost turnover in the system, and discuss how these results
\nmay affect the design of high-availability peer-to-peer
