After witnessing the death of his twin brother, Detective Jacob King (Steven Seagal) seeks revenge and goes on a furious hunt to track down all of the serial killers in Memphis. He soon finds himself in the seedy and violent underworld of the city – with multiple killers on the prowl and lives on the line King must go outside the law to serve justice.
