On the Checkout page if you have not added or selected a shipping address or payment method do the following before you can see and apply a promo code.
Select Add a promo code. Enter your code in the box and select Apply code.
The applied promo coupon will be added to the applicable products along with your savings message.
Follow the remaining prompts to complete your purchase.

Here are some steps to double check.
You'll only see the promo code field when you're on the Checkout page. If you're still on the Cart page, make sure all items you want to purchase are added and then from the Order summary box, select Checkout. This will take you to the Checkout page where you can complete your purchase.
