Higher Education Institute Empowerment

General Eligibility Requirements

Majority Black South African Owned and Controlled

The business must be at least 51% owned and controlled by Black South African citizens, as defined by the B-BBEE Codes of Good Practice. Preference will be given to businesses with higher levels of Black ownership, particularly 100% Black-owned businesses.

SMME Status

The business must qualify as a Small, Medium, or Micro Enterprise (SMME) according to the National Small Enterprise Act of South Africa. This generally means having a turnover below a certain threshold (which varies by sector) and a limited number of employees.

Proven Track Record and Relevant Expertise

The business must demonstrate a proven track record of success in providing the services for which they are applying. This includes relevant experience, qualifications, certifications, and a strong understanding of the South African business environment.
