Instructions for setting Group Policies can be found here.
Ensure you have set the Group Policy and waited an appropriate time to propagate to all the computers in your organization (the time required depends on your Group Policy settings).
Ensure that all target user machines have LifeChat version 1.3 and/or LifeCam version 2.0 and higher software installed.
Notes on Working with the Update
If LifeCam or LifeChat software is installed before the Group Policy is set, certain services need to be stopped and restarted in order to properly read the new Group Policy setting. Whenever this policy changes, users will need to restart their machines (the system administrator can also force this behavior).
If users do not restart their machines, they may launch Windows Live Messenger and Office Communicator simultaneously when they press the Windows Live Call button, or they may launch neither program depending on whether the policy has been changed to on or off.
