Establishing effective information sharing programs is a difficult undertaking. Successful information efforts require commitment, trust, cooperation, and a clear sense of value. To this end Microsoft has put forward the following recommendations to help advance information sharing efforts:

• Develop an overarching strategy for information sharing and collaboration.
• Focus sharing on actionable threat, vulnerability, and mitigation information.
• Information sharing should be a two-way process.
• Eliminate potential legislative and regulatory barriers.
• Design with privacy protections in mind.
• Constrain government access to private sector data.
• Encourage the global sharing of best practices.
